PENGARUH COMPETITIVE BIDDING PADA PEKERJAAN KONSTRUKSI TERHADAP PENAWARAN PEMENANG TENDER DALAM E-PROCUREMENT LPSE PT. PLN (PERSERO)

Abstract


This study aimed to examine the effect of competitive bidding on construction work winning bids in the e-procurement LPSE PT. PLN (PERSERO). In this research, competitive bidding is analyzed from five different sides of which the number of bidders, net assets of the bidder, distance, project size, and past wins. Using 38 construction work being auctioned on e-procurement LPSE PT. PLN (PERSERO) agency in Central Java and Yogyakarta. The data is analyzed by multiple linear regression analysis method.

The results showed that the number and net assets of bidders negatively affect the winning bids. Meanwhile, the distance, project size, and past wins do not affect the winning bidder offers. This study also proved that these variables simultaneously affect the winning bids. The implications of this study show despite the number and net assets bidders negatively affect the winning bidder offers, the number and net assets of bidders is small in public procurement which listed in the e-procurement LPSE PT. PLN (PERSERO). In addition, the distance bidders, the value of work, and past victories bidders that do not affect the winner of the tender offer due to the location of the participants were concentrated in one area, the value of the work that is relatively small, and the participants' experiences in doing small projects before. This result then show that competitve bidding in construction works negatively effects the winning bids.
